Congressman Garamendi read from a proclamation awarded to Heather that she is an "active member of the community who uses her time and talents to support and advocate for at risk youth. And she possesse the skills, commitment, and compassion to be an uplifting force for the entire Fairfield community. She has also introduced several programs to the community that focus on reducing violence and teaching younger generations how to navigate emotions such as fear, anger and stress."
